Yes, the Russians and the Chinese probably have 'flying saucers'. To the best of my knowledge our SSP simply challenges incoming spaceships, alien or not, to insure they are on a peaceful mission. I fought three Alien Ships once because they ignored hailing frequencies. Certain Aliens have been abducting humans because they put humans on their dinner menus (Reptiles?). This sort of thing forces America to react with military force.
